Neis Group to Build an 850-Million-Ruble Machinery Plant in Russia's Rostov Region

The investment will amount to around 850 million rubles, and the company plans to build the plant in the Novocherkassk Industrial Park, according to the announcement made at Innoprom-2025 in Yekaterinburg in July 2025. Igor Sorokin (Игорь Сорокин), deputy governor of the Rostov Region, said the enterprise intends to establish production of a wide range of products using domestic components. The Kommersant report on the project notes that production will be localized 50% at the plant.
Product profile
The plant is designed around a broad product basket rather than a single line:
- air and oil automotive filters;
- lifting equipment;
- mounted and trailed equipment;
- special-purpose vehicles assembled on domestic components.
Financing
To implement the project, the company plans to use a joint loan from the regional and federal industrial development funds, Sorokin said. The combined federal-regional instrument is intended for projects that need financing below market rates, and the Novocherkassk plant is structured around it from the start.
A second project in the same park
Neis-Engineering is already implementing a separate 700 million ruble investment project at the Novocherkassk Industrial Park: a production facility for truck components with capacity for around 120,000 eco-filters, 150,000 plastic components and 100,000 fittings for trailed equipment per year. That plant is scheduled for commissioning in 2026, ahead of the newly announced machinery facility. The two projects together turn the group from a service and trading business into a manufacturer of components and equipment within one industrial park.
Corporate structure and background
Neis-Engineering LLC is registered in Novocherkassk, Rostov Region; its head is Sergey Derezhin (Сергей Дерезин), and its core activity is the production of oil, gasoline and intake-air filters for internal combustion engines, according to SPARK-Interfax data cited by Kommersant. Under the Unified State Register of Legal Entities, 90% of its charter capital belongs to Neis-Service LLC of the Rostov Region, a provider of maintenance and repair services for motor vehicles; the remaining 10% is owned by Bogdan Khmelnitsky (Богдан Хмельницкий), who also owns a company engaged in engineering surveys, engineering design and construction project management. Neis Group has been operating since 2011, providing services and products in the field of freight transport, with offices in Rostov-on-Don, Stavropol, Krasnodar and Novorossiysk.
